Well, that seems unjustified. There's a big difference between underground and above-ground construction.

I feel like UNESCO and the UK ought to be able to work it out. If the tunnel goes deep enough it's not going to interfere with archeology. Surely there's some depth they can agree on.

The result would be removing a road that's visible from the site. It would improve the experience at Stonehenge.
