I think more just the fall into "We're having trouble scaling performance with sane power usage, so just amp up the power usage" as to what was referenced as the Pentium 4 strategy. What you described is called binning and as far as I'm aware everyone does it (for example nvidia's founders editions tend to be the higher quality chips, causing 3rd party cards to not always overclock as well as older generations).
